importance of the relationship between secular and religious power.
He states: For the development of culture the decisive question was
whether or not the military charisma of the warlord and the pacifist
charisma of the (usually meteorological) magician were united in the
same hand. In the case that they were united (the case of
caesaro-papism), the question was: which charisma was predominant for
the development of ruling power? (1951, 30).
